Sewer Use Permit or Discharge Agreement (Short Term Private Water Discharge)

City of Toronto: Toronto Water (EM&P) · version October 26, 2021, Rev. 2 (Rev. 1 December 2, 2020)

Cover letter including

1Project description, description of the work (why do you need this discharge point?), dewatering method, site details (number and size of settling tanks, pump/gravity fed, size and length of piping, etc.)
2Discharge duration, start and end dates
3Confirm the following information is within the supporting permit documentation:
4Maximum flow rate of peak discharge (L/min)
5Maximum number of hours of discharge (hrs/day)
6Maximum total discharge volume (L/day)
7Proposed discharge point: sanitary/combined or storm sewer (include size of sewer and general location).
8Confirm that the sample port will be installed 20–120 cm above grade level, will be 25 mm or larger, of a type such as a hose bib or ball valve with dampener or a port, and accessible to TW staff
9Confirm a contingency plan for an alternative method of disposal or storage: a summary outlining the proposed alternative method of disposal or storage of private water (in the event that the discharge approval or discharge agreement expires or is suspended).
10Confirm that the flowmeter will be digital and non-resettable, will register between 98% and 102% of the water actually passing through the meter(s), keeps a cumulative record of readings in litres only, and displays the instantaneous flow rate in litres per minute only. The discharge hose/pipe must be a suitable diameter for the flow meter design specifications so flow is accurately metered.
11Confirm whether permanent infrastructure (if applicable) will be designed and constructed watertight, or if a Private Water Drainage System (PWDS) will be required
12If a gate valve will be installed, confirm the rate it will be set at and that it will be locked. Provide the name and phone number of the individual responsible
13Confirm that the flowmeter will be installed as per the manufacturer's specifications and City requirements, and will be non-resettable

Include results of a corporate registry search conducted within 30 days of the application submission date
20Company letter/documentation proving the applicant has signing authority (to bind the corporation)
21If permanent infrastructure will be designed/constructed watertight, provide a PWDS confirmation letter signed and stamped by a P.Eng. licensed to practise in Ontario and qualified in the subject matter, confirming all buildings on the premises can be designed, constructed and maintained completely watertight
22If permanent infrastructure will be designed/constructed watertight without the need for a PWDS, provide a letter signed by the Property Owner or a representative with authority to bind the property, confirming all buildings on the premises can be constructed and maintained completely watertight
23Completed City of Toronto Sewer Use Permit or Discharge Agreement Application Checklist

Technical documentation

24System Wide Drainage Report: if the permanent infrastructure is not designed watertight (will have a PWDS or a direct or indirect discharge to City sewage works), the short-term Private Water discharge approval will not be issued unless a long-term Private Water application has also been completed and submitted. For large linear infrastructure projects, a System Wide Drainage Report with estimated operational discharge volumes must be provided to Toronto Water for review and acceptance.
25Sewer Capacity Analysis Report for the receiving sewer, to be reviewed and approved by Toronto Water WIM. Refer to the City's Sewer Capacity Assessment Guidelines (July 2021).
26Hydrogeological Report for the premises indicating the maximum Private Water discharge flow rate and maximum total daily discharge volume
27Site Servicing Plan (stamped) or CCTV Investigation Report, showing the connection from the private sewer to the City sewage works, if applicable

Drawings

28Site Plan drawings or sketch drawings showing:
  • Site location
  • Discharge location indicating City catch basin(s), where applicable, and/or City sewer and maintenance access hole location (include photo of manhole)
  • Source of the water to be discharged and area to be dewatered
  • Location of proposed settling tank(s), indicating size and type
  • Location of flow meter(s) installed upstream of the sampling access point
  • Location of sampling access points
  • All temporary hoses or piping, including size, that will transport private water from the site into the City sewage works
  • North arrow, landmarks, road names, major intersections
  • Gate valve, if applicable
  • Treatment system, if applicable
  • Location of all temporary pumps that will collect and transmit private water from the premises to the City's sewage works
  • Dewatering method (note label indicating well system, etc.)
29Plumbing drawing(s) showing the private sewer system and its connection to City sewage works

Other additional required information

30PTTW or EASR (with authorization letter from the PTTW or EASR holder if not the same as the applicant).

32When there is discharge of storm/runoff water only (no hydrogeological report necessary) due to accumulation in infrastructure or on site, etc., clearly state how the proposed daily volume was obtained and provide supporting documentation
33Manufacturer's specifications for the proposed flow meter(s). The flow meter must be approved by Toronto Water, and a separate flow meter is required for each discharge location. Flowmeter installed as per the manufacturer's specifications and Toronto Water's requirements.
