Long Term Sewer Discharge Agreement (Long Term Private Water Discharge)
City of Toronto: Toronto Water (EM&P) · version October 26, 2021, Rev. 2 (Rev. 1 December 2, 2020)
Cover letter including
| 1 | Brief description of the project, including the owner and any legislation the project is delivered under |
| 2 | Reason for discharge (track drainage, fire water, tunnel washing, etc.), including all sources of water |
| 3 | Discharge start date, maximum number of hours of discharge (hrs/day) |
| 4 | Maximum flow rate of peak discharge (L/min), maximum daily discharge rate (L/day), size of drainage outlet pipe |
| 5 | Proposed discharge point: sanitary/combined or storm sewer (include size of sewer and general location) |
| 6 | Confirm the location of the sample port has been provided as per the City standard, for quality control purposes |
| 7 | Contingency plan for alternative method of disposal or storage: a written summary of the proposed alternative method of disposal or storage of private water (in the event the discharge approval or agreement expires, is suspended or terminated by the City, or the City otherwise can no longer accept the approved private water discharge under the agreement) |
| 8 | Confirm that the flowmeter will be digital and non-resettable, will register between 98% and 102% of the water actually passing through the meter(s), keeps a cumulative record of readings in litres only, and displays the instantaneous flow rate in litres per minute only. The discharge hose/pipe must be a suitable diameter for the flow meter design specifications. |
| 9 | Confirm that the design of the infrastructure complies with City of Toronto Municipal Code Sewers Chapter 681, the Design Criteria for Sewers and Watermains, the City of Toronto Wet Weather Flow Management Guidelines, and the Ministry of Environment, Conservation and Parks Guidelines |
| 10 | Where long-term discharge is proposed to a sanitary or combined sewer, a written summary of the alternative options considered before proposing discharge to the sanitary or combined sewer, and why they have not been used. The summary must include a detailed explanation of why an underground watertight structure, an on-site water containment strategy or long-term discharge to the storm sewer is not possible or feasible. |
| 11 | Confirm that the flowmeter will be installed as per the manufacturer's specifications and City requirements, and will be non-resettable |
Application forms
| 12 | Private Water Discharge Approval Application (Form 1) |
| 13 | Long Term Private Water Discharge Application (Form 3 – Long Term) completed in its entirety |
Administrative documents
| 14 | Property ownership documentation (e.g. title or lands schedule excerpt) with a property drawing showing the owner's lands/parcel |
